[bitbake-devel] Bug in ??= vs ?= handling

I just wanted to make people aware that I've noticed a bug in bitbake's
handling of ??= compared to ?= where ??= could take precedence.

This was causing issues in OE core as TARGET_LINK_HASH_STYLE was getting
set to "" which disabled the functionality unintentionally.

I've pushed a fix to bitbake but people might want to watch out for this
bug.
