[Openembedded-architecture] license: Sync with SPDX2.0 proposal

Dear OpenEmbedded Architecture Team,

Within this proposal [1] I've modified the checksum validation procedure
to skip entries of COMMON_LICENSE_DIR which point to COMMON_LICENSE_DIR
(instead of the files embedded into the package), so updating the
generic license files will not affect any layer.

One of such recipes in openembedded-core is sysvinit-inittab, and it has
been validated:
  LIC_FILES_CHKSUM = "file://${COREBASE}/meta/files/common-licenses/GPL-2.0"

The gcc recipe is an example of SPDX 2 operators:
  LICENSE = "GPL-3.0 WITH GCC-exception-3.1"

What should be my next steps to get this proposal closer to be accepted
and merged?

Best regards,
