[Openembedded-architecture] [RFC] Commit Patch Message Guidelines amendment

Hello,

I would like to amend the "Patch Message Guidelines" to include a
"version affected" component if it applies.

There are times when a patch can apply to other versions and providing
this information will be helpful to package maintainers, stable branch
maintainers and to indicate what versions are not affected by the change.

Do we want to standardize on a tag or phrase? like :


Affects: <, <= {version}
