Currently these two files are in the perl-doc package, but several packages and
modules need them for their build. They should be in perl-dev or
perl-module-extutils so they can be located more easily.

I'm not sure that Encode/encode.h belongs in perl-doc either, it probably
should have been in perl-module-encode.

Maybe xsubpp should have been in perl-module-xsloader. Anyway, it's not obvious
that one needs to install perl-doc to satisfy other modules' build
requirements.
