Building for minimal/spitz/.dev

The setting

IMAGE_FSTYPES = "cpio.gz"

in recipes/kexecboot/initramfs-kexecboot-image.bb does not seem to have the
desired effect.  I even tried := and +=, but no cpio.gz rootfs was created
until I added cpio.gz in local.conf.

I should add that I have IMAGE_FSTYPES set in local.conf.  It may be this works
when that is not the case and only overriding the default is a problem.
