Turns out I was creating the incorrect toolchain to mimic the toolchain used
for the "x11-image".  For people who find this they should be baking the
"meta-toolchain-gpe", not "meta-toolchain", to get all the *.pc files needed to
build gpe applications.

As a side note the "meta-toolchain-gpe" has build errors with the latest OE
Dev, but bakes fine for the commit that I'm using (about two weeks old now). 
This is however another bug and I'll close this one.
