this may occur only when building for the minimal distro and DISTRO_TYPE debug.
 The chain seems to then include mickeyterm and task-cli-tools-debug.

Suggestion from pb:

(11:50:23) pb_: if you wanted to stop it getting built at all, without ditching
the whole of task-cli-tools-debug, you'd probably need to explode that .bb file
into three separate ones.
(11:50:56) pb_: as things stand right now, bitbake will have to build
task-cli-tools.bb in order to satisfy task-cli-tools-debug, and that in turn
will cause all the rdepends for the other PACKAGES in that .bb file to get
built even though they aren't going to be shipped.
(11:51:58) hrw: the thing is that minimal distro force you to have
task-cli-tools-debug unless DISTRO_TYPE = "release"

Maybe increasing granularity as suggested by pb is the way to fix this.
