Starting from udev-141, the recipe has moved udevadm binary to separate package
(udev-utils). But udev init script found in main 'udev' package and installed
by default for images with IMAGE_DEV_MANAGER = "udev" depends on 'udevadm' (and
possibly other) uboot binaries.

Now I get on my console when booting the system:

/etc/rcS.d/S03udev: line 59: /sbin/udevadm: not found

We should install udev-utils for all udev systems.
