We probably cannot detect the correct -cpu= setting only from the target
tripplet.

The generic powerpc option (powerpc-*-linux) hardcoding -cpu=750 looks scary to
me, I even wonder if this is the correct CPU for any of our current
OpenEmbedded PowerPC targets.

In OE, we can assume CFLAGS has -cpu= correctly set. It's just that libvorbis
tries to choose CPU matching optimization settings for the math.
