This has been resolved. Prompting no longer occurs. Opkg now gives a warning
that the conffile has a conflict and this can be see in the do_rootfs log, e.g.

Collected errors:
 * resolve_conffiles: Existing conffile
/mnt/oe/tmp/rootfs/minimal-image/etc/device_table is different from the
conffile in the new package. The new conffile will be placed at
/mnt/oe/tmp/rootfs/minimal-image/etc/device_table-opkg.
