This happens because tosa and collie use >2.6.29 kernels.

Are you using dev or stable branch? In dev the default is kexec-tools_2.0.1 and
there are some fixes to build against klibc with modern kernels.

At the moment we are evaluating the patch 
[klibc] use headers_install to install headers
