The package fails to build with this error:

.../frameworkd-config-shr/a780/rules.yaml': No such file or directory

Providing a dummy rules.yaml (copied from the om one) fixes the problem and the
package build goes on fine, but I don't know if this is the right fix.

As there is no support for a780 in SHR for now I guess even a rough fix is ok.
