security_flags.inc: use `?=' to set a default var-lcl_maybe_fortify
- Since poky enable security flags+pie by default, tweak comments
to sync with it.

- Use `?=' to set a default lcl_maybe_fortify, it is helpful for
variable OVERRIDES.
