    rsyslog: curl-less build with fmhttp PACKAGECONFIG
    
    With all other configure options at their defaults, the dependency on
    libcurl can be removed if fmhttp is configured out.  Add an fmhttp
    PACKAGECONFIG, still enabled by default, to enable this.
