    crda: Fix usrmerge install path
    
    Set UDEV_RULE_DIR so we follow usrmerge paths, fixing:
    
      ERROR: QA Issue: crda package is not obeying usrmerge distro feature. /lib should be relocated to /usr. [usrmerge]
