[OE-core] [PATCH 00/12] recipe upgrades and fix

The upgrades are mostly filename/checksum changes.
Add --enable-specs=no for xextproto, libxi.

[YOCTO #968]
    gnu-config: add dependency on perl to fix some occassional failures.
