[OE-core] [PATCH oe-core] valgrind: add powerpc to the compatible host and add eglibc-dbg in rdepends

Or:

RECOMMENDS_libc-glibc = "glibc-dbg"

I'm not sure which one is better, but I wanted to point out the libc overrides :)
