Because they're different no? Otherwise native.bbclass has those for others too:

...
PACKAGES = ""
PACKAGES_virtclass-native = ""
PACKAGES_DYNAMIC = ""
PACKAGES_DYNAMIC_virtclass-native = ""
...

Seems logical, no?
