[OE-core] What is the strategy to update eglibc?

../meta/conf/distro/include/tcmode-default.inc:PREFERRED_VERSION_eglibc
                  ?= "${EGLIBCVERSION}"
../meta/conf/distro/include/tcmode-default.inc:EGLIBCVERSION ?= "2.13"

Someone needs to bump the default version.
