For reference, it looked something like this when used from cache:

/home/mattsm/git/poky/build/tmp/sysroots/${MACHINE_A}-tcbootstrap/usr/include/linux:
broken symbolic link to
`../../../..//sysroots/${MACHINE_B}/usr/include/linux'

And ${MACHINE_B} did not exist...
