[OE-core] serial-console: IMAGE_FEATURE, MACHINE_FEATURE or DISTRO_FEATURE?

That sounds analogous to
MACHINE_FEATURES+DISTRO_FEATURES==COMBINED_FEATURES, but by image
rather than distro?
