[OE-core] [PATCH] gcc-4.6: disable cloog, change syntax to disable ppl

  as suggested by Khem.

* Original commit message:

  If build system has those libraries installed
  gcc configure will pick them up. We want
  consistent builds so we disable them since we
  do not (yet) support them
