[OE-core] [PATCH] chkconfig: pass CFLAGS to Makefile

The environment CFLAGS is not used by the chkconfig
Makefile, so debug and optimization options are ignored.
So, we use RPM_OPT_FLAGS to pass CFLAGS into Makefile.

Upstream-Status:  Inappropriate [configuration]
