[OE-core] eglibc-initial having wrong paths with STAGING_DIR_TCBOOTSTRAP

STAGING_DIR_TCBOOTSTRAP = "${STAGING_DIR_TARGET}-tcbootstrap"

but in sstate-control manifest there is missing '/'
