NACK.

That appears to be the copy of service from Ubuntu so it supports
sysvinit and upstart.  *If* we're going to ship an abstraction tool in
our images (and I'm not sure we should, to be honest) then at least
have one that abstracts the init systems we support - sysvinit and
systemd.
