[OE-core] [PATCH V3 0/1] dbus: fix a hard dependency about dbus-ptest

Changes since V2:

PACKAGES is conditional on DISTRO_FEATURES containing ptest.
Modify ${PN}-ptest to dbus-ptest.
Remove RPROVIDES_dbus-ptest.
