[OE-core] [PATCH] rm_work: Fix RM_WORK_EXCLUDE for image/sdk recipes

[Richard Purdie]

A previous change meant image/sdk recipes were removed unconditionally
by the class and did not respect RM_WORK_EXCLUDE. This fixes that
problem.
