[OE-core] [PATCH 2/4] perl: fix LICENSE to be more accurate

The Perl license is the Artistic License, or GPL version 1 or (at your
option) any later version:

  http://dev.perl.org/licenses/

Update LICENSE accordingly. Thanks to Clemens Lang for reporting this.
