[OE-core] [PATCH v2] Replace foomatic-filters with cups-filters

Hi

I notice that the newest version of cups-filters is 1.10.0 .
https://www.openprinting.org/download/cups-filters/

So I make a patch to upgrade the cups-filters and make some updates to 
the recipe file.

Could you merge this patch to meta-printing.
