[OE-core] [PATCH] targetloader.py: drop test for ClassType

ClassType was removed from python3.
The code testing for ClassType kept throwing AttributeError exceptions:

    module 'types' has no attribute 'ClassType'

The exceptions prevented loading of any dynamically resolved target
controllers.
