[OE-core] will a "core-image-minimal-initramfs" run entirely off the initramfs?

  about to start playing with initramfs images, and i want to clarify
that those images run entirely off of the embedded initramfs. i'm
reading this bit at the top of core-image-minimal-initramfs.bb:

"DESCRIPTION = "Small image capable of booting a device. The kernel includes \
the Minimal RAM-based Initial Root Filesystem (initramfs), which finds the \
first 'init' program more efficiently."

and i'm not sure what is meant by, "finds the first 'init' program
more efficiently."

  finds it where? where does it go looking for it? in any event, i
just want to verify that i can download a single kernel with an
embedded initramfs, which will run entirely out of RAM and with no
need of a second rootfs.
