[OE-core] [PATCH] kernel-fitimage.bbclass: Check value of UBOOT_SIGN_ENABLE

Check the value of UBOOT_SIGN_ENABLE, as it is defaulted to "0" which
for matches as True in python due to being a non-empty string.
