[OE-core] [PATCH] Check if /etc/fstab exists

[Panagiotis Tamtamis]

Using "read-only-rootfs" feature in minimal or special
purpose images (eg mounted images) makes build to fail
because ${IMAGE_ROOTFS}/etc/fstab file does not exist.
