[OE-core] [PATCH v2 2/7] dnf: rrecommend gnupg

This makes it possible to enable 'repo_gpgcheck' in dnf.conf. That is, do
GPG signature check on repository metadata. Without gnupg dnf fails with
"error: Invalid crypto engine."
