[OE-core] [PATCH] bitbake.conf: Add aws to HOSTTOOLS_NONFATAL

This adds aws to HOSTTOOLS_NONFATAL in order to get the s3 fetcher
working again. It also sets FETCHCMD_s3 for completions sake.
