[OE-core] [PATCH v4 3/6] gstreamer1.0-plugin-bad: Update packageconfigs

--disable-neon is already there from neon PACKAGECONFIG you shouldn't add
it in EXTRA_OECONF, the comment about dependency gone would also make more
sense above PACKAGECONFIG not above EXTRA_OECONF.
