[OE-core] [meta-oe][PATCH v3] iso-codes: update to 3.79 and fix SRC_URI

Maybe, if it was commonly needed. But 99.9% of tarball upgrades can be
done with a simple recipe file rename, with the version propagating
into the tarball path and filename via ${PV}.
