[OE-core] [PATCH 1/2] waf.bbclass: Throw error if waf doesn't exist

Before, waf.bbclass would fail to catch FileNotFoundError. Now, it will
catch this error and say that waf doesn't exist.

Fixes [YOCTO 12553]
