[OE-core] [yocto-perf] Build Perf Test Report for Ubuntu 16.04.3 LTS

This is why we have build performance machines running constantly.  I
looked at the logs for the first time in a week and noticed a huge step in
rootfs size.  Trivial enough to get the oe-core SHAs around the step, build
those and get the buildhistory, and voila.  The debug split change meant
that gstreamer-plugins-*-meta was depending on gstreamer-plugins-*-src, so
pulling in the source code into the images.
