[OE-core] [PATCH] linux-yocto/5.2: config tweaks and kallsyms fix

Integrating some 5.2 configuration changes (for new board supprt), and
the following fix:

 kallsyms: Don't let kallsyms_lookup_size_offset() fail on retrieving the first symbol

With this fix, we no longer see:

   [    0.032677] kprobes: failed to populate blacklist: -22

during boot on arm/mips

This is the integration of a commit that Richard found when we were
debugging systemtap and kprobes issues. This leaves us with 32 bit
arm systemtap issues to sort out .. once that is done, I can send the
rest of my queue that drops 5.0 and makes 5.2 the default everywhere.
