[oe] Mailing List Restructuring

I finally had time to do the mailing list restructuring that has
been pending since day one after moving from handhelds.org to
linuxtogo.org.

Having just one mailing list has always been a bugger for a lot of
people,
especially ones that were afraid of posting "newbie" questions to the
almighty -devel list, but also for those who were overwhelmed by the
amount
of issues reported by our bugzilla.

We now have the following five mailing lists:.

1.) openembedded-commits -- automatic SCM commit mails -- high volume

2.) openembedded-devel -- for developing OpenEmbedded, i.e. all people
with commit access should be on this list -- medium volume

3.) [NEW] openembedded-announce -- only for announcements -- low volume

4.) [NEW] openembedded-users -- for new users and people who are not yet
contributing to the metadata -- medium volume

5.) [NEW] openembedded-issues -- automatic bugzilla mails -- high volume

Note to all people with commit access: please be sure to subscribe at
least to -devel and to -issues, it would be reasonable to subscribe to
-users as well though.

I will take care about bugzilla sending out issues to the new -issues
list, could someone please update GettingStarted and the
openembedded.org top page?
