You need to install scanelf. It is indeed required by the Quality
Assurance tests performed in OE.
scanelf is provided by the pax-utils package under Gentoo (and also
under Debian if I remember correctly).

PS: Have you carefully read the required software ? It has been added to
the list some week ago.
