[oe] RFC: add osso version of libtool and libatk

Hi,
on IRC it was suggested to put this on the mailing list.

I want some osso versions (Maemo-specific) of some software packages in
OE to be able to build compatible packages:

If no one objects I would like to apply the patches there.
