[oe] RFC: add Steffen Sledz to contributor

Hi,
Steffen Sledz made some bug reports in the last time and just added a
new machine configuration (OXE810).

I think it makes sense to give Steffen write access so he can fix issues
 for the new machines more quickly and generally contribute to OE, of
course.
