[oe] [PATCH] add gsoap v2.7.13, generates C/C++ source codes for Web service and client applications

It is not needed I guess

the wsdl Makefile already uses AM_LDFLAGS=$(INCLUDES) -L$(srcdir)
instead of LDFLAGS=$(INCLUDES)
