[oe] [PATCH, repost] dsplink: change path to the XDC tools directory

This way the naming convention is more coherent:
TIBIOSDIR -> BIOS_INSTALL_DIR
TIXDCTOOLSDIR  -> XDC_INSTALL_DIR
