1.) Open the URL in the browser
2.) Check if the patch was applied
2.1) If it was applied, close the report
2.2) If it was not applied, and the patch makes sense, send a follow
       up mail to the author and defer the current patch
2.3) If it was not applied, and the patch does not make sense,
       just close the bug as rejected..
