[oe] Difference between distributions in pkg-config files handling?

Dear OE folks,


I am wondering why `do_configure()` yields different results between
distributions. I tested Ȧngstrom and Minimal as seen for libatasmart
[1].

Do Ȧngström and Minimal differ in the way they put pkg-config files into
`sysroots` (staging)?
