[oe] glibc-{charmap-utf-8,glibc-localedata-i18n} and uClibc

Dear OE folks,


`bitbake e-image-core` and therefore `bitbake e-image` fails to build
using minimal-uclibc. With the following change I am able to run the
commands.

	-IMAGE_INSTALL = "${MACHINE_TASK_PROVIDER} task-e-x11-core ${XSERVER} glibc-charmap-utf-8 glibc-localedata-i18n"
	+IMAGE_INSTALL = "${MACHINE_TASK_PROVIDER} task-e-x11-core ${XSERVER}"

Can the `glibc-…` things somehow be made compatible with uClibc?
