That is what the patch [1][2]
[PATCH 1/2] orc_0.4.13: set `DEFAULT_PREFERENCE = "-1"`
was for. Henning’s commit ddc04b7a [3] included this bit too.

I have not heard of that syntax, but you could have put
PREFERRED_VERSION_orc = "0.4.11"
in `conf/local.conf`.

No. As far as I know this has not been implemented yet in BitBake.
